Rose Bowl Tiebreaker Formula

    The Pacific-10 Rose Bowl representative shall be
    that member's team with the best record in the
    loss and tie columns (a tie being counted as 
    one-half loss) in all Conference games. If, 
    however, the lowest loss-tie totals of two or 
    more members are identical, determination of 
    the Rose Bowl representative shall be as follows:

    a. Two-Team Tie. 
    If the tied teams played one another, the winner
    of their game shall be the representative. If they
    tied or did not play one another, if either team
    is ranked first or second in the nation in the 
    Associated Press or the USA Today/CNN American 
    Football Coaches Association which immediately 
    follow the final regular-season game played by 
    the Conference's members, then it shall be the 
    Rose Bowl representative. If they tied or did not
    play and are not so ranked or are so ranked but
    the AP Poll and the USA Today/CNN Poll disagree
    as to the highest-ranked team, then the following
    formula shall be used:

    1. Count 4 points for a Conference win.

    2. Count 3 points for a non-Conference win against
       a Division I-A team.

    3. Count 2 points for a non-Conference win against
       a non-Division I-A team.

    4. Count 2 points for a Conference tie.

    5. Count 1-1/2 points for a non-Conference tie
       against a Division-I-A team.

    6. Count 1 point for a non-Conference tie against
       a non-Division I-A team.

    The team with the highest point total for all games
    shall be the Rose Bowl representative.

    If a tie remains, the last team appearing in the 
    Rose Bowl shall be eliminated.

    b. Multiple Ties. 
    When three or more teams are tied in the 
    loss-tie column in Conference play, if one has
    defeated all others, it shall be the Rose Bowl
    representative. If that is not the case, and one
    of the teams is ranked first or second in the
    nation in the Associated Press or the USA Today/CNN
    American Football Coaches Association which 
    immediately follow the final regular-season game
    played by the Conference's members, then it shall
    be the Rose Bowl representative. If that is not the
    case, or the teams are so ranked but the AP Poll
    and the USA Today/CNN Poll disagree as to the 
    highest ranked team, a team defeated by all other
    tied teams shall be eliminated. If one team has
    not defeated others, the point formula shall be
    computed. Only the top two teams on the point 
    system shall thereafter be considered. If a tie 
    for the second position occurs upon application
    of the point formula, the second team shall be the
    winner of the game between the tied, or, if the 
    teams did not play each other or played a tie 
    game, the team which has not played in the Rose 
    Bowl for the longest period of time shall be 
    the second team.

    If the remaining two teams played one another,
    the winner shall be the representative. If they 
    tied or did not play one another, the team with 
    the highest point total of all games shall be the
    Rose Bowl representative as in "a" above. If a 
    tie remains, the team most recently appearing in 
    the Rose Bowl shall be eliminated.

    c. Ineligible Teams. 
    Teams ineligible to participate in the Rose Bowl 
    shall not be included in the tie-breaking formula.
 
    d. Games in Hawaii, Alaska. 
    Games in Alaska or Hawaii shall not be counted in
    the point system if they are "12th games"
    permitted under NCAA legislation.

    e. NACDA Kickoff Classic, Pigskin Classic.
    Participation in the NACDA Kickoff Classic
    or the Pigskin Classic shall not be counted
    in the point system.
